Creating a deployment solution for WSS 3.0 and MOSS 2007 is not that difficult but can be time consuming. This is caused by creating the manifest.xml and a DDF file. Microsoft is offering a lot of different language packs for Windows SharePoint Services 3.0 and Microsoft Office SharePoint Server 2007. Not all language are available for free through the internet.
