Microsoft is offering a lot of different language packs for Windows SharePoint Services 3.0 and Microsoft Office SharePoint Server 2007. Not all language are available for free through the internet.
Here is some usefull information regarding MOSS language packs. It seems that MOSS language packs are only available through Volume Licensing at the moment.
